Automating legal appeal responses for RDW with AI agents
A sophisticated AI agent that scans incoming appeals, validates claims against legal frameworks, and drafts comprehensive legal responses.

RDW (Rijksdienst voor het Wegverkeer)
RDW, the Netherlands Vehicle Authority, manages a high volume of legal appeals related to vehicle regulations and administrative decisions. In collaboration with PwC, SevenLab was tasked with developing the Bezwaar Afhandel Systeem (BAS), an AI-powered platform designed to streamline the entire appeal lifecycle from initial intake to final draft response.
Processing legal appeals is traditionally a manual, time-intensive task requiring legal experts to cross-reference incoming claims against complex formal and substantive rules. The sheer volume of documentation often led to long lead times for citizens and high administrative pressure on RDW staff. Furthermore, ensuring consistent application of the 'Toetsingskader' (assessment framework) across thousands of unique cases presented a significant quality control challenge.
A look inside
What SevenLab built
SevenLab developed a production-ready AI agent that autonomously reads incoming appeal documents and extracts relevant metadata. The system applies a digital decision tree based on RDW's formal and substantive legal rules to determine the validity of a claim, providing a fully transparent reasoning path for human oversight.
Automated data extraction
The AI scans unstructured documents to extract names, dates, license plates, and grounds for appeal with high precision.
Dynamic assessment framework
A configurable decision engine that checks appeals against formal criteria like submission deadlines and substantive legal grounds.
AI draft generation
The system automatically generates a complete legal response draft based on the AI's reasoning and the final verdict.
Transparency & audit logs
Every AI decision is accompanied by a 'Transparency Details' panel showing the reasoning steps and confidence scores.
Measurable business impact
The BAS platform has transformed the appeal handling process, allowing RDW to process cases in a fraction of the time. By providing a 'human-in-the-loop' workflow where AI handles the heavy lifting of analysis and drafting, the organisation has achieved 100% acceptance of AI-suggested assessments in initial trials.
The transparency of the AI reasoning is what sets this apart. We can see exactly how the agent reached its conclusion based on our legal framework, ensuring we remain in full control of the final decision.
