Rho Adviseurs, a leading Dutch spatial planning consultancy, needed to accelerate the creation of BOPA dossiers under the new Environment and Planning Act (Omgevingswet). We developed RHOPA, an intelligent workspace designed to help consultants build, substantiate, and export complex legal dossiers through an end-to-end automated workflow.
Writing a BOPA substantiation is traditionally a slow, repetitive, and error-prone process. Consultants were forced to spend most of their time gathering location and cadastral data, reviewing policy at five different government levels, and manually assessing over twenty physical environment themes. This administrative burden diverted their expertise away from critical professional judgement and legal analysis.

SevenLab engineered a 13-step guided wizard that integrates over ten Dutch government data sources and uses Retrieval-Augmented Generation (RAG) to draft dossier chapters. The platform utilizes a sovereign LiteLLM proxy for secure model selection, ensuring every AI-generated claim is cited from verified sources while maintaining human accountability for all legal decisions.
